Cut all funding to outside agencies
Until the City is able to fund its primary functions (Public Safety, Transportation, Parks & Rec) it should not be throwing money at other things.

Sell golf courses to private firms
Sell city owned golf courses to private firms. One time revenue stream from sale, constant tax income from sales, no longer deficit.

Don't send fire engines to all calls when not necessary
Don't send fire trucks to all calls. In 2007, only 6% of emergency calls to fire departments nationwide were actual fires. Fire departments could be a little smarter about when they sound out the whole fire truck and crew. One firefighter in a normal car could be quickly and inexpensively dispatched to an alarm scene and could then summon more equipment and crew when there's a truly serious fire emergency. http://citiwire.net/post/437/

Move all city office workers to a 10hr, 4 dya work week and close city buildings 1 day per week
This will save the city approximately 20% on the maintenance and utilities for each city building with no loss in service or personnel.

New dedicated property tax for Public Safety with a sales tax redution for the same dollar amount
This will allow the city to take advantage of the stability of the property tax and have a zero net impact on the tax payer. It may also encourage spending in the community due to the lower tax rate and offer some incentive for annexation.

Advertising on SunTran is acceptable, why not sell advertising on the city web site.

Salary Cuts
All employees should be cut the same regarding salaries and benefits. There are employees whether blue or white collar doing more then one job. Fairness and teamwork during this time counts for a lot. So far the Police and FF's are not team players, thanks partially to the City Council. Don't penalize just higher paid employees either which is what the Council will probably propose, they are part of the economy also.
