New dedicated property tax for Public Safety with a sales tax redution for the same dollar amount
This will allow the city to take advantage of the stability of the property tax and have a zero net impact on the tax payer. It may also encourage spending in the community due to the lower tax rate and offer some incentive for annexation.

"have a zero net impact on the taxpayer" Right...until sales taxes drop, like the current recession and the City needs to find more cash...again.
